On July 22, 2000, in a strongly worded opinion, Judge Charles Edward Ramos issued an opinion ordering World Interactive Gaming Corporation (WIGC), an online casino operator, to pay $1.8 million in restitution to defrauded investors, as well as an additional $4.5 million in penalties. In June 1998, an investigatory from New York Attorney General Eliot Spitzer logged onto WIGC’s site, downloaded gambling software, opened an account and wagered.
