Abstract: 
On December 20, 1993, the General Assembly adopted by consensus a resolution creating a UN High Commissioner for the Promotion and Protection of all Human Rights. The Vienna Declaration and Programme of Action, issued in June 1993 at the World Conference on Human Rights, called in paragraph 18, part II for such a position to be created.
