Abstract: 
The new administration of Ernesto Perez Balladares is faced with resolving a major thorn in the side of U.S.-Panama relations: the resolution of an alleged terrorism attack on June 10, 1992, in which Sgt. Zak A. Hernandez, a U.S. soldier, was killed and another wounded when attackers fired assault rifles at the U.S. Humvee from a passing car 30 miles north of Panama City. Once Perez Balladares takes office on September 1, 1994, an issue will be whether he will provide any legal relief to PRD sympathizers, such as Gonzalez and former Noriega allies now in jail for alleged crimes that include torture?[more]
