On June 28, 2001, former Yugoslav president Slobodan Milosevic was handed over to the International Criminal Tribunal for the Former Yugoslavia (ICTY). The decision to send Mr. Milosevic to the ICTY was taken one day before an international donors’ conference in Brussels, called to raise over $1.25 billion, and under questionable legal circumstances.
