Abstract:
On February 19, 1994, Manuel Tello, the Mexican Minister of External Relations, stated that negotiation of the extradition treaty between Mexico and the United States will be completed and the treaty will be signed no later than April 1994. Tello explained that the editing of documents has already been completed and the two governments need only to agree on the texts in English and Spanish before they sign the treaty. Thereafter it will be referred to the legislatures of the respective countries for ratification. The new extradition treaty will likely specify that the signatory countries will make extradition the sole means of gaining custody.
