Mexico Extradites to U.S. Alleged Lieutenant of Tijuana Cartel

On May 4, 2001, Mexico extradited an alleged lieutenant in the Arellano Felix drug cartel just as Mexican President Vicente Fox was making his initial visit to the U.S. The extradition of Arturo “Kitty” Paez Martinez, who also goes by the first name of Everado, signals efforts by the Fox Administration to increase cooperation with the U.S. to reduce the enormous drug trade across the U.S.-Mexican border. The extradition is the first tangible fruit of the decision by the Mexico Supreme Court with respect to extraditing Mexican nationals to the U.S. The extradition of Paez reversed Mexico’s 1998 decision not to extradite Paez after his arrest in 1997 in Tijuana because of a constitutional ban on citizens extradited to other countries…[more]
