Abstract:
On August 20, 1999, the media reported the Mexican Government has extradited Luis Enrique Arenas Hernández, a Mexican citizen, to the U.S. to stand charges of murder in an Arizona district court. Specifically, Mr. Hernández is charged with the June 3, 1998 murder of a Border Patrol agent, Alexander Kirprik.
