Abstract: 

 

                On July 15, 2012, Mexican authority arrested Vincent Legrend Walters in Cancun.   U.S. authorities had sought him since he disappeared after a kidnapping and murder that occurred in 1988.  In particular, the U.S. authorities want him for the death of Christina Reyes, who was alleged kidnapped after a drug deal that went bad.[1]
