Abstract: 
On January 24, 1991, Dr. Jorge Carrilo Olea, the General Coordinator for Combatting Narcotics Trafficking, provided a briefing on new initiatives of the Mexican Government to combat illicit narcotics trafficking. The briefing contained revelations of new structures in his government, regional diplomatic initiatives, and ongoing operations on cases. This article summarizes the informal breakfast briefing which occurred in the beautiful Cultural Institute of Mexico (formerly the Embassy of Mexico).
