Abstract: 
On October 15 and 16, 1999, the European Council met at Tampere. The Presidency issued conclusions, entitled “Toward a Union of Freedom, Security and Justice: the Tampere Milestones.” The achievement of a single market, economic and monetary union, and the capacity to take on global political and economic challenges represents the adversity of ensuring that freedom, which includes the right to move freely throughout the EU, can be enjoyed in conditions of security and justice accessible to all. One of the challenges for the EU is to develop common policies on asylum and immigration, while taking into account the need for a consistent control of external borders to stop illegal immigration and to combat those who organize it and commit related international crimes.
