Abstract: 
On February 8, 1989, a formal proposal was issued for a 15% withholding tax on interest income throughout the European Community and for increased cooperation within the Community by the national tax administrations of the member states.  The proposal would improve the information flow among national tax administrations for the enforcement of national and community-wide taxes on interest payments.
