Abstract:
On February 25, 1999, Israel’s Supreme Court in a 3 to 2 decision overturned the ruling last fall by a lower court and ruled that Samuel Sheinbein, 18 years old, charged with killing, dismembering and burning a teenager in Montgomery County, Maryland in September 1997, is a citizen of Israel and cannot be extradited to the U.S. On March 1, 1999, the Israeli Attorney General filed a formal request for reconsideration en banc of the decision....
