Abstract: 
The Inter-American Institute of Human Rights (IIDH) recently held conferences on two emerging and rapidly developing areas of international enforcement law: protecting persons in extraordinary situations, and penal systems and human rights in Latin America.  In the context of increasing violence and the demand by most attorneys for democratic rights and the rule of law, the issues discussed in both conferences should be signficant in a regional and global context.
