Abstract: 
The January 16, 1987 issue of the Federal Register announced proposed rules to enforce the penalty provided in 8 U.S.C. 1321 on owners, masters, officers and agents of vessels, aircraft, transportation lines or international bridges or toll roads that fail to prevent the landing of aliens in the U.S. at a port of entry other than as designated by the Attorney General or at anytime or place other than as designated by the immigration officers.
