Abstract: 
In a report of May 11,1988, Immigration and Naturalization Service Commissioner Alan C. Nelson recommended that the Immigration Marriage Fraud Amerndments Act (IMFA) of 1986 be kept intact.  The IMFA amended the Immigration and Nationality Act (INA) by adding Section 216, which created a new category of permanent resident.
