Abstract: 
August 3, 2006, in accordance with Article 6 of the Relationship Agreement between the UN and the International Criminal Court (ICC) and paragraph 12 of Assembly resolution 60/29, the Court transmitted its second annual report to the UN General Assembly. The report, which covers August 1, 2005 to August 1, 2006, provides a snapshot of the the ICC’s activities, priorities, and challenges. In October 2005, the ICC unsealed its first arrest warrant. In March 2006, Thomas Lubanga Dyilo, the alleged founder and leader of the Union des patriotes congolais and commander-in-chief of the Forces patriotiques pour la libération du Congo, became the first person surrendered to the ICC’s custody.
