Abstract:
On April 17, 2014, during a historical “Arria Formula” briefing by members of the U.N. Commission of Inquiry established in 2013 to investigate human rights abuses and crimes against humanity in North Korea, a majority of Security Council members indicated support for a formal debate in the Security Council on whether North Korea should be referred to the International Criminal Court in the Hague.[1]
