Abstract: 

Rep. Jim McGovern (D-Mass), who sponsored the Magnitsky Act, welcomed the panelists.  Liana W. Rosen, Specialist in International Crime and Narcotics, Congressional Research Service (CRS), moderated the briefing.  The briefing was organized by the Tom Lantos Human Rights Commission, a bi-partisan caucus which “is charged with promoting, defending and advocating for international human rights as enshrined in the Universal Declaration of Human Rights and other relevant human rights instruments.”
