Abstract: 
On March 21, 1989, the House Subcommittee on Telecommunications and Finance, Committee on Energy and Commerce, held hearings on the H.R. 1396, the "International Securities Enforcement Cooperation Act of 1989."  This bill would strengthen the ability of the Securities and Exchange Commission to provide assistance to its foreign counterparts and would clarify the SEC's authority to discipline foreign traders.
