Abstract: 
On March 18 and 24, 1987, the U.S. Senate Permanent Subcommittee on Investigations held hearings on federal drug interdiction capabilities and coordination.  The hearing sparked controversies between the Coast Guard and Customs on jurisdiction over interdiction efforts, as well as an Office of Technology Assessment (hereinafter "OTA") conclusion that the current "War on Drugs" is being lost.
