Abstract: 
The Genocide Convention (the "Convention") was ratified by the Senate on February 19, 1986.  Pursuant to Article V of the Convention and in accord with the Senate's declaration concerning Article V, the Congress must enact implementing legislation amending Title 18 of the United States code by adding a new federal crime of genocide.
