Abstract: 
Since October 12, 2004, more than fifteen indicted individuals have surrendered to the International Tribunal for War Crimes in the Former Yugoslavia (ICTY) and made initial appearances, including the sitting Prime Minister of Kosovo. Meanwhile, the ICTY and European Union are having a showdown with Croatia over the inability to obtain custody of one of its war heroes. On March 23, 2005, Vinko Pandurevic, a fugitive Bosnian Serb general indicted in 2001 for participating in the massacre of 7,000 Muslim men and boys at Srebrenica in 1995, became the fifth man to surrender in March as Serbia tries to gain the European Union approval for closer ties...[more]
