Abstract: 
In an effort to combat terrorism the FAA has set forth a two step air cargo security program. The new anti-terrorism security measures are a result of recommendations made by the Federal Aviation Security Committee. The first step, effective as of January 31, 1994, requires air freight forwarders to take measures to prevent terrorists from placing explosive devices in baggage and cargo decks.
