Abstract: 
In the case of a Peruvian national alleged to have committed a "terrorism" offense in the 1990's, a federal magistrate in the United States District Court for the Central District of California has declined to certify the relator for extradition on the basis of a failure to establish probable cause. The case is United States of America v. Fredy Ronald Valderrama Obando, Case No. CV 15-552-JLS (JPR).   Defense counsel: Armilla Staley-Ngomo, Deputy Federal Defender. The order was final on ​ December 23, 2015.
