On October 21-23, 2004, participants at a conference of the Council of the European Union discussed and provided recommendations for their "first practical experiences with the European Arrest Warrant," which occurred in Salzburg, Austria. The European Arrest Warrant (EAW) was designed to facilitate the surrender of persons charged with crimes within the European Union (EU) and dispenses with some of the normally required procedures for extradition.
