Abstract: 
A report issued February 2, 1994 by the European Parliament Committee on Foreign Affairs and Security has called for new steps by the European Union at the European level to combat terrorism. The report demonstrates that in the context of the Single European Market, the EU is prepared to strengthen its anti-terrorism mechanisms. The explanatory report advocates that the full force of law be imposed against terrorists to ensure that persons responsible are no longer a threat to society, since a terrorist is first and foremost a common criminal and should be convicted as such. It discusses laws, police forces, and legal systems as methods of combatting terrorism.
