Abstract: 
On Thursday, October 25, the "Trevi Group", the counterterrorism forum of the twelve EC countries comprising their Interior Ministers and security chiefs, met in London for its first emergency conference since its inception in 1976.  After the recent terrorist bombings in Paris the French government had asked for this meeting which was chaired by the British Home Secretary Douglas Hurd.  Only the German government reportedly responded sympathetically to the French plea.
