Abstract:
On July 5-6, 2003, officials and scholars met at the international conference Eurowarrant ? European extradition in the 21st century in order to discuss changes in extradition law as proposed by the ?Council Framework Decision on the European arrest warrant and the surrender procedures between Member States of the European Union.? In 2004 the framework will replace the extradition process with ?surrender,? enabling national judges in EU countries to directly enforce arrest warrants issued in other member states. The Framework will pose new problems in the field of European jurisprudence, especially regarding crimes like terrorism where double-criminality has been eliminated and the possible politicization of the judiciary.
