Abstract: 
In the fall of 2004, the Dutch T.M.C. Asser Instituut, based in The Hague, launched its new research project, yet another measure focusing on the European Arrest Warrant that emerges with assistance from the Member States of the European Union and their authorities. The legal act introducing the European Arrest Warrant, a revolutionary step within the framework of international cooperation in criminal matters, was passed on June 13, 2002, when the Council of the European Union adopted the Framework Decision on the European Arrest Warrant and Surrender Procedures between Members States of the European Union (EAW). Due to the nature of a framework decision it must be implemented into a domestic legal system by each of the twenty-five Member States of the European Union. The new system is designed to replace the traditional regime of extradition between the EU Member States. It does not affect the extradition relationships between the EU Member States and third countries.
