Abstract: 
On September 29, 2003, the European Anti-Fraud Office (OLAF) and the World Customs Organization (WCO) established new procedures for exchanging information on illicit cigarette trafficking. This step, which represents the first cooperative efforts between OLAF and the WCO, comes when customs agencies reported seizure of 2.6 billion smuggled cigarettes in 2003.
