Abstract: 
On October 2-3, 2003, the European Union Justice and Home Affairs Council agreed to initiatives on illegal migration, external borders, counter-terrorist cooperation, enforcement cooperation with Russia and other issues regarding enforcement cooperation and criminal justice. Most details pertained to immigration systems. Leaders plan to: establish a common agency to manage external borders; create an Immigration Liaison Officer Network, who represent member countries and coordinate to prevent illegal immigration; organize ?multinational ad hoc teams for exchanging information on terrorists;? and investigate a possible immigration quota system. Europol and the Russian Federation established new procedures for cooperation between the two police forces in order to combat transnational crime, especially regarding trafficking in illegal properties and terrorist financing. Finally, the European Council established new guidelines for the fulfillment of confiscations ordered by judges in criminal trials involving more than one state.
