Abstract: 
On February 7, 2003, the European Commission announced the start of a new stage in consulting the public on procedural safeguards for suspects and defendants in criminal proceedings throughout the European Union (EU). The European Commission explained that it will soon publish a Green Paper on the issue, covering access to legal representation both before the trial and at the trial, access to interpretation and translation, notifying suspects and the defendants, ensuring that vulnerable suspects and defendants are properly protected and consular assistance offered to foreign detainees.
