Abstract:
On September 27-28, 2006, representatives of the European Union (EU) and the United States met in Helsinki to discuss the transparency and fairness of financial sanctions against terrorism. Joined by representatives from Norway and Switzerland, meeting participants discussed the process of listing and de-listing sanction targets, focusing on sanctions based on UN Security Council resolutions. Under these sanctions, which began in 2001, the funds and assets of listed individuals or entities are frozen.
