EU Adopts Declaration on Combating Terrorism

On March 25, 2004, the European Council, citing the terrorist attacks in Madrid on March 11, 2004, adopted a declaration on combating terrorism. In light of the terrorist events in Madrid, the European Council called for full implementation of measures to combat terrorism, including the European Security Strategy, adopted by the European Council in December 2003, on an urgent basis.
