Abstract: 
It took the European Union less than two days to come up with a concrete reaction (political statements notwithstanding) to the December 19, 2016, deadly terrorist attack on a Christmas market in Berlin. On December 21, 2016, the European Commission adopted a package of measures to strengthen the EU's capacity to fight the financing of terrorism and organized crime, delivering on the commitments made in the Action Plan against terrorist financing from February 2016.
