On April 14, 1994, the discovery of approximately 20 Romanian stowaways on board a vessel which is majority-owned and operated by Sea-Land Services Inc. and had departed the French Port of Le Havre has refocused the investigations and surveillance of a series of stowaway incidents involving Le Havre during the last couple years amid evidence of participation by organized groups in the smuggling of Romanians.
