Abstract: 
As noted in the March issue of the IELR, enforcement efforts by the European Communities often are ineffective because of lacking investigative powers and manpower, but also because of actions by the national authorities which blunt such E.C. activities.  A case cited last month is the price fixing investigation which involves inter alia, Hoechst AG.
