Abstract: 
In a landmark decision in Dart v. United States on May 31, 1988, the United States Court of Appeals for the District of Columbia found, per Mikva, Circuit Judge, that judicial review of export control denial orders is available, despite express statutory language to the contrary, in export control administrative proceedings.  The administrative process is an alternative to, but usually accompanies, criminal investigations and trials and frequently involves extradition and other judicial assistance issues.
