Terrorism is a subject which cannot clearly be separated into internal and external aspects, and the Council of the European Union recognized this in adopting conclusions on enhancing the links between internal and external aspects of counter-terrorism, which set out a series of detailed recommendations for the Council itself and for other organs of the European Union (EU).[1]
