Abstract: 
On January 8, 1993, the Committee of Ministers, Council of Europe decided that the new Czech and Slovak Republics are, with retroactive effect from January 1, 1993 Contracting Parties to the “open” Conventions to which the former Czech and Slovak Federal Republic was a Party.
