Abstract: 
At its 5th sitting held on January 27, 2016, the Parliamentary Assembly of the Council of Europe (PACE) adopted a Resolution on combating international terrorism. Specifically, in its Resolution, the Assembly addresses one of the key aspects of this fight, namely its compliance with the Council of Europe’s values and human rights standards. This problem has been one of the concerns of this organization for some time. This issue was also addressed by the United Nations and the European Court of Human Rights. The debate and resolution were based on a Report prepared by the Committee on Political Affairs and Democracy
