Abstract: 
Law ministers from 31 Commonwealth countries met for a second time, July 29-August 1, 1986, in Harare Zimbabwe to discuss issues of mutual assistance in criminal matters.  It was decided during the last meeting in London (Jan.1986) that a non-treaty scheme would be used to implement cooperation efforts between the countries.
