Abstract: 
On a related matter the Senate Commerce Committee by a vote of 13-0 approved H.R. 4208 which would provide $2.5 billion for the United States Coast Guard in fiscal 1987.  The bill contains a provision which would eliminate a defendant's right to claim that a seizure of drugs on the high seas violated international law.
