Abstract: 
On November 10, 1998, President Clinton announced the signing of the International Anti-Bribery and Fair Competition Act of 1998 (hereafter the Act) (S. 2375 and H.R. 4353). Clinton expressed hope that the convention would enter into force by the end of 1998. The bill includes implementing language for the Organization for Economic Cooperation and Development (OECD) Convention on Combating Bribery of Foreign Public Officials in International Business Transactions (the OECD Convention). The new law also has reporting requirements to monitor the implementation and enforcement of other countries’ obligations under the OECD Convention and a section to promote the reduction of privileges and immunities for international organizations providing commercial communications services (e.g. INTELSAT and Inmarsat)...
