Abstract:
On January 20, 2001, outgoing U.S. President William Jefferson Clinton pardoned two financiers Marc Rich, a billionaire commodities trade who has been a fugitive from U.S. justice for almost seventeen years living in Switzerland, and Pincus Green, his partner.
