Abstract: 
On April 18, 2006, media reports confirmed that the Central African Republic’s (C.A.R.) highest court had referred former president Ange Felix Patasse and Congolese Vice President Jean-Pierre Bemba to the International Criminal Court on war crimes charges. The court alleges that Patasse’s security forces, supported by fighters from Bemba’s rebel group and mercenaries from Chad, raped and executed civilians while quashing an attempted coup.
