Abstract: 
According to Said Makhtal a cousin of Bashir Makhtal, a 46-year-old who lived and worked in Toronto and has been in an Ethiopian jail since he was convicted of terrorism in 2009, the Canadian government has intentionally delayed approving his request to transfer to Canada to serve a life sentence.
