Burns Speech to Intl Assoc. of Chiefs of Police Outlines Expanded Federal-State and International Cooperation

On October 26, 1987, Arnold I. Burns, Deputy Attorney General of the United States in a speech before the International Association of Chiefs of Police, outlined expanded cooperation between federal and state governments as well as between the U.S. and other governments in combatting international crime.
