Abstract: 
A major legislative initiative is under way by the Reagan Administration to combat terrorism.  Provisions in S. 1429 to expand federal criminal jurisdiction to allow prosecution of any terrorist who kills, seriously assaults, or kidnaps a U.S. citizen outside the United States, or conspires outside of the United States to murder within the United States any U.S. citizen has been favorably reported by the Senate Judiciary Committee.
