In a recent decision the U.S. Court of Appeals for the Ninth Circuit, in a 2-1 vote, affirmed the decision by the U.S. District Court for the Southern District of California, which extended the protections of the Fourth Amendment to extraterritorial acts by United States officials involving foreign nationals.
